Eelco Szabo
Mr. Eelco Szabó is an international lawyer and general counsel with more than 25 years of progressively responsible roles in international tribunals, intergovernmental organizations and public-private partnerships. From 2010 to 2019, Eelco was Director Legal and General Counsel of Gavi, the Vaccine Alliance, where he provided strategic leadership of the legal function and was responsible for all legal services to the organization and its governing bodies. Eelco now assists organizations in developing or improving their governance arrangements and in establishing or modifying their legal and operational structures to function effectively and efficiently.
Hans Vemer
Dr. Hans Vemer is an long-time expert in women's health, educated as an ObGyn and reproductive endocrinologist in the Netherlands and Belgium, with business training at INSEAD. He worked in academia: Universities of Nijmegen and Leuven and at an affiliate of Johns Hopkins in Baltimore. He was active in a number of countries in Europe, and in the USA and Asia, for the pharma industry: Organon and Schering-Plough, and for non-profit/NGOs: Jhpiego and Concept Foundation. Hans now resides in the Netherlands.
Mr. Vincent Rague
Vincent Rague is a seasoned investment professional with over 30 years of experience covering emerging markets of Europe, Asia, Latin America, Middle East and Africa. He is currently Independent Non-Executive Chairman of several corporations: Old Mutual Holdings, Plc (an insurance company operating in Eastern Africa); JamboJet (a Kenya based, regional low cost carrier); and the Nairobi International Financial Centre Authority (NIFCA). Vincent also serves as non-executive director on the Boards of MTN Group (listed on the JSE); and the Pan African Infrastructure Development Fund (PAIDF). Previously, Vincent served on the International Advisory Board of Chubb; City Lodge Hotels and Kenya Airways; FSD Africa (a UK Government DFI of which he served as founding Independent Chairman, 2014 to 2021) He was Co-Founder and NED of Catalyst a private equity group focusing on Eastern Africa until it was sold in 2022.
Besides the commercial entities, Vincent serves on several social and charitable organizations, including the Global Advisory Board of the Darden Business School, University of Virginia.
Prior to taking early retirement in 2009, Vincent had a distinguished career at the World Bank where he held positions of increasing responsibility, starting with the Young Professionals Program; to IFC Regional Director in South Africa and Turkey and ending up as Chief Investment Officer for the IFC. His investment operations covered banking, housing, microfinance, insurance, and investment banking.

Lauranne Duffaut
​Ms Lauranne Duffaut is a Belgian-francophone international lawyer, currently working as a Legal Adviser for Doctors Without Borders/Médecins Sans Frontières (MSF). In her new role with the mission in Haiti, she will be leading negotiation efforts and providing legal support to the teams in their legal set-up in the country. In her past year and a half with the organization, she provided help to the Sahel region from the HQ office in Dakar, Senegal, as well as field support to the Nigeria mission. Before that, she served the United Nations and international tribunals, in The Hague (Netherlands) and Phnom Penh (Cambodia). She received her bachelor's degree in law from Louvain-la-Neuve (UCL), Belgium; a master's degree in public international law from the University of Amsterdam (UVA), the Netherlands; and holds another master's degree in American law, from the Pennsylvania Law School.
Marya Sherer Nielander
Marya Sherer Nielander has over 25 years of experience in Sales and Marketing, and worked in the computer industry for companies such as AST Research, US Robotics/ 3Com, and Microsoft. Marya focuses on marketing and business development for GP3 Institute as well as the GP3 Law School Research Associate and Internship program.
Timothy Nielander
Timothy advises public private cooperation initiatives and their financing mechanisms. Tim holds an LL.M. from the University of Houston, a Ph.D. in International Law and Global Development from the University of Geneva, Switzerland, and is a Member of the UK’s CIARB Chartered Institute of Arbitrators. He is licensed to practice law in the U.S. and as a solicitor in England and Wales. In addition, He is a published author on Global Development PPP’s supporting the Sustainable Development Goals.
RESEARCH FELLOWS
Izette Polinder
Ms. Izette Polinder is a Dutch young professional with a bachelor’s degree in International Relations & International Organization from the University of Groningen, including a minor in International Relations from Universidad Pontificia Comillas Madrid, with a focus on Spanish and Latin American foreign policy. She has experience in the European Parliament, as well as local politics and governance, and is currently working in the Dutch House of Representatives on the Infrastructure and Water Management portfolio.
She was the president of the northern branch of the Dutch Society for International Affairs, and is an ambassador for the Young Lady Business Academy, which encourages young women to pursue top positions. She specialized in Spanish and Russian during her studies, and intends to pursue a career in diplomacy or security, preferably working on combating drug trafficking between Latin America and Europe, as well as other types of transnational crime. She is eager to learn more about the different types of international SDG-related projects that GP3 Institute is working on.
Yagin Zhang
With academic training in philosophy, public health governance, and data science, Yaqin has experience in diverse research topics spanning international development, healthcare, and legal studies. Their quadri-cultural experience across China, Singapore, the US, and Switzerland has provided them with a global perspective and a deep interest in exploring diverse modes of development and innovative solutions to complex challenges.
